A series of 1-ethyl-6-fluoro-1,4-dihydro-4-oxo-7-(1-piperazinyl)quinoline-3-carboxylic acid (norfloxacin) derivatives I (R = 2-furanyl, 3-pyridinyl, 2-ClC6H4OCH2, etc.) were prepared according to the principle of combining bioactive substructures, and tested for activity against five plant pathogenic bacteria and three fungi in vitro.
